Your partner in compliance - included in our fees

Times are changing. Tourism is changing. As a short-let management company operating across the UK, we know that short-term letting isn’t just about listing your property anymore, it’s about keeping up with changing rules, regulations and landscapes.

Regulations are tightening across the UK and Ireland, and staying compliant is becoming increasingly more complex. But as part of our service, we guide and help owners through every step and manage compliance on their behalf.

From understanding the changes in planning permission and licensing requirements to safety inspections, registration and tax obligations to help our partnered owners’ holiday lets run smoothly, legally and without any interruptions to bookings or rental income.

Compliance support is included in HelloGuest’s fees to remove the administrative burden for owners (planning/licensing, safety, registration, and monitoring).

Understanding short-let regulations - an overview

Short-term let regulations vary by country, local authority, and whether your property is a primary or secondary residence.

In England, most councils monitor planning compliance, with London enforcing a strict 90-night cap for whole-home lets without planning permission.

Wales has updated its planning use class, giving councils more control over short-term lets. In Scotland, licensing is mandatory for all properties, and local authorities can designate Short-Term Let Control Areas.

Rules by country & City

HelloGuest assesses your property and manages all planning and licensing applications, so you meet local requirements without lifting a finger.

Compliance is treated as location-specific: rules vary by country, local authority, and whether the property is a primary or secondary residence, so the page positions HelloGuest as the guide through those differences.

Country overview

Some cities have additional rules

  • London: 90-night annual cap, planning permission required for whole-home lets exceeding this.
  • Brighton: No national nightcap, but councils are increasing enforcement, especially in tourist areas.
  • Edinburgh & Glasgow: Licenses required; secondary lets may also require planning permission.

Safety & Legal Compliance

Safety is a critical part of compliance. Hosts must meet legal standards for:

  • Gas and electrical safety – Certificates and inspections.
  • Fire and CO safety – Alarms, extinguishers, escape routes.
  • Legionella risk assessments – Especially for larger or multi-occupancy properties.
  • Insurance & liability – Public liability insurance is often required.
  • Energy performance – EPC certificates may be needed depending on the property type.

HelloGuest coordinates all safety checks and documentation, ensuring your property is fully compliant and safe for guests.

Tax & Financial Compliance

Financial compliance is an important part of letting legally:

  • Council Tax vs Business Rates: In England, eligibility depends on occupancy patterns; similar rules apply in other jurisdictions.
  • Furnished Holiday Let (FHL) tax changes: England abolished the FHL favourable tax treatment in April 2025.
  • VAT & income reporting: HelloGuest helps ensure income is reported correctly and that tax obligations are met.

With our support, owners can be confident their rentals are legally compliant, financially and fully documented. All from 12% commission.
